Town Manager, Ella Bowman

Ella Bowman has worked as a municipal public servant for the past 24 years. She was hired in 1999 by the Town of Oakland as a Police Officer, she served in that position for 15 years. In 2014, she competed for the Oakland Town Manager’s position, and out of a total of 41 applicants, she was selected to serve as Oakland’s Manager where she held that position for 9 years.

Ella was born in Maine and graduated from Madison High School in 1978. She attended the University of Maine in Orono where she majored in Forestry Management and Forestry Technology.

In 1982, she was hired by a Vermont Lumber Company. She was assigned to supervise timber procurement, the finishing department, drying yards, and dry kilns.

In 1988, she moved back home and purchased a convenience store in Fairfield Center. She successfully operated the store with 8 full-time employees for over ten years. She sold the business and was hired by Kennebec County Sheriff’s Department. She worked there for about a year before being hired by Oakland.

Ella was hired by the Town of Winslow in October 2023 as Town Manager.

Ella believes in kindness and treating others the way we want to be treated. She has found a sense of place in public service and is proud to call herself a public servant.

Ella has five adult children and six grandchildren.

Ella’s interests include Nordic and Alpine Skiing, Snowshoeing, Mountain Biking, Hiking, Cooking, and Playing Clawhammer Banjo.
